As there is not as much importance placed on the observation, generally nothing is marked down.
But, if some one on the pavement is about to run past your car and run into the road in front of you, it would be a Serious!

What if I don\'t check all my mirrors, do I fail?

No, not if there is no one there as you move off. But, it will be a Minor error for every time you do not check!

After moving off, do I need to check my mirrors before speeding up?

Yes, things might have changed behind you.
Will I get a Serious for not checking them?
No, not if no one was there.
Yes, if some one was there and you caused them to change speed or direction.

How many Minor errors are allowed in this section before I get a Serious and fail my driving test?

4 Minor errors are seen as acceptable, but you don\'t want them adding up.
Remember you are only allowed a maximum total of 15 to pass!
